When assigning points in the Masteries section for a Champion, does the Accuracy (ACC) increase affect both the likelihood of applying a buff to a friend unit, as well as a debuff to an enemy?

I found language that made me think it only applied to debuffs on enemies, in which case I wanted to know how to increase the chances of applying friendly buffs.
