If you're running a team which has a speed aura on team lead, then likely Commanding Presence. If not, then Cruelty, as long as he's the only one on your team who has it. If you have someone else with Cruelty already, then I guess Chainbreaker.

Commanding Presence sounds good to me, followed by Cruelty if you don't use him with aura champs regularly. :)
