The reported case cannot be classified as a bug since this is a part of the regular gameplay. I have moved your topic to Game Discussion thread.

In case agent Pavel's not so thorough explanation left you confused, this has happened because you cannot buy prestige activators shorter than 2 days (i.e., 30m, 1h, 1d); you can only win them. If you have none, they won't show, because it would've been useless without "Activate" (because you don't have them) and "Purchase" (because they cannot be bought) buttons.
