Since this description is vague I would like some clarity before I hoist one... Is this only for scouts on Havens or ALL scouting reports, such as Treasure Islands and Targets?

No, it works for blocks too, so I assume it works for Islands and Targets as well. Not sure about mass defended objects like Presidios or Bastions.
