Each Whirlpool (of Chance or of Fate) is for a single use only. Of course, you can buy many.

I suggest against using the whirlpool of chance. It sends you to a random location. Which can be bothersome mostly in the sense of being farther away from others in your Brotherhood or for the purpose of raiding. Don't want to be in an area with all level 2s around you. At least with whirlpool of fate you can pick your location. For both though they're one time use.
