Is there a PENALTY for having ZERO (0) Rations with a NEGATIVE (-) Consumption per hour?

Used to be, but not anymore. Once it reaches zero, the rum stock will stay there, with no consequences.
The only "penalty" associated with negative rum production is that you cannot boost production of troops once your rum production drops under -100k/h.10 дек. 2016, 13:2710.12.16

calling it rations im thinking you are playing Soldiers Inc,
Plarium did an updat while back that fixed this issue among their games, so you can go negative and not lose units
