Assuming that you are asking about resources there,
* "Purchase" means "buy for rubies". When you do that, the "Available" count rises because whatever you bought remains there (i.e., not in the Warehouse/Cellar).
* "Hoist" or "Activate" (in normal English settings) means "take from "Available" and add to Warehouse/Cellar", so it can be used.
