If you can see them stuck in route or on the way back, I can maybe help. Same with blockades, more prevalent.

If they never came back, maybe they were wiped out by who you attacked. Did you scout, if a huge target, did you scout again to see if it was reinforced? A lot of variables I am not aware of.

Your title states "locked" which tells me you can see them.
