Depends on the altitude of the stove. The higher you are in altitude, (above 3,000 feet,) the lower the temperature you need for the water to begin to boil. This lower temperature might make you think that you can begin cooking sooner, and while that's technically true, it also means that it takes longer for your food to cook.
The reverse is true as well; the lower you are in the underground, the higher the temperature you will need for the water to begin to boil, and this higher temperature means it will take less time to cook your Minute Rice.
So, if you want to win the rice cooking tournament, use the stove down in the Dwarven Mines, rather than the one that's high up in the Giant Eagle's nest.
