I don't think you seem to understand that if you pay money you actually have enough XP to unlock it.

These are P2W but they are not hackers. Just because you see someone with a mech that they haven't unlocked yet doesn't mean they hacked. It just mean Plarium offered a it to them to buy before they unlocked it normally.

What I screenshot isn't about hacking but p2w, and p2w in this game is such a big issue and it kill the games of other players.

And I actually know about the buying with cash before unlocking them because there're tons of pop-ups even for Redox mech. So imagine if your exp is so low that can't even save enough credits to buy Panther yet you face an opponent with Redox / Zephyr holding disc launchers or missile racks, what do you feel? Especially in tournament matches.
