No. Simply put they use to many bots and it is a wasted resource. Most games consit of 2 or 4 players and 8 bots. Rage would be an issue because people would be upset over the other player(s) doing dumb things. It's not worth the headache and many would end up turning it off. The game is so imbalanced and rage is to easy to occur. 

By now people understand that there are bots and how they behave. And anybody who doesn't learns about it quickly. Chat would in fact help them learn even more quickly since you would get the info in context from another human player :-).
