Yeah revokers seemed pretty strong at first but they weren't on omst people's radars until it became f2p since p2w will destroy you with anything anyways unless you're max and especially when hangar showdown came out because that means no matter how much you had invested you just needed to have them unlocked to have multiple max sets for revokers. The counter to burrow beam is probably ironically nomad with revoker or vortex possibly depending on the map. It definitely seems OP on the surface and by your testament it doesn't appear to be fun to go against so that doesn't bode well
