Storm rack, revoker

If you're talking about top end meta, then it's Storm Rack lacewing with the SR damage, SR reload, Lacewing jump distance and ability cooldown implants. The counterplay build to that Lacewing build is pod gun lacewing, with Pod gun damage, reload, lacewing jump distance and ability cooldown implants. Both of these builds use Perimeter ML, Canopy, Hardened hull and galvanic hull implants, all legendary. 

If you don't have the lacewing jump distance implant, you can substitute it with SR radius for the storm rack build, and Lacewing mine damage/ability damage implant in the pod gun build.
