Is the matchmaking based on the division level or hanger power?

If it is based on division level the game would be quite pay-to-win,

while I was in tier 2 I had to face tier 4 mechs and weapons

and most of my opponents had more hanger power i.e. I had around 1100 and my opponents were like 2500-3000, some even 4000 https://100001.onl/ 

matchmaking should be based on hanger power.
