15% is the maxed range on BLUE implant. Epic implants max at 23% and Legendary at 30%.  30m x 1.3 = 39m

Likely it showed 40m on your screen and the bot was moving closer to you, so it was like 39.9m.

Everyone knows BOTs cheat, anyways. I'm certainly not opposed to saying that they are broken and annoying like any other player. However, a 40m stun on a maxed out BOT Bastion is not only possible but even likely since they always have maxed implants of the highest caliber even when players only have 6-8k SP.

No it was a common blue one that's why I said maxed at 15 percent. So even with the commons they are using legendary buff. 

Bots literally have infinity ammo on beam guns. And the javelin rack targeting time is 0 for them.

Bots may have excellent equipment and perform pretty fast as they are basically not humans and don't need time to analyze, but at the same time, they are not humans and can't create a unique strategy or tactics to win the opponent.

My issue is I was stunned at 39m by a bastion that had a maxed common so only should stun to 34m. I'll take video if I can recreate it.

I was next to a paragon bot with 2 javelin racks, and as soon as the match started the javelin racks were already in the air. This is not possible even if they have inhuman reflexes.
