You need to be doing damage before the enemy gets to you or have hella short range burst damage. 

Short range like arcs and shotgun 8 which are not going to be a good an option for you from your post.

Tanks are not the best for hiding and shooting from cover then hiding again which is the only way to have extended success. Stay alive so you can do damage unless you have friends who can heal or fence.

Save your A coins until you can get some sniper weapons, discs, missile racks maybe. 

To be a tank in this game is often synonymous with first to die or just be a tank that can snipe imo. Tanks are slow slow slow slow slow. I would go discs if you plan to be close to the action and get some longarms if you want to snipe.

But like everything some game modes will suffer with anything you choose as there isn't a perfect build. Best builds but none are perfect. Every mech and every weapon with the right play style has opportunity to dominate. 

Think zero and then anything else a bonus. I too picked him up cheap so mine is only 8 energy. I run javs and try and hide and seek as the blast and emp are rubbish at lower levels. Managed to get some free a coin on his specialisation event so all good. 

i think the thermal lance and a javilin rack would do very good on baston

Put him away until you can upgrade his rank, then put some better weapons on him. My bastion is  12 energy and is very usable. His dmg is still very low but 12 is a good energy capacity for some good weapons like: arc torrents, shotguns, em rifles, or 1 long arm twelve(he is a very capable sniper because of his sheild). Remember, you don't have to hit people with your shield blast. It also functions as a normal shield, just because it does dmg doesn't mean you have to run up to everybody all the time. its also good to stay back sometimes. That's my advice (;
