There is an antidote to mortars and javelins: get close and they cannot fire. Arc torrents, shotguns, plasma cannons are their bane, mounted on killshots, shadows and lancers.

Or a sniper on a good campsite.

It's not cowardly to use best tactics for the map it's simply the most efficient and way to win. Imo mortars are still the most effective weapons on most maps but Ems run them close. 

For javs you see the square on your screen and can go for cover. And other than the jav 12s they don't do that much damage. Rocket mortars on the other hand are stupidly unavoidable, especially with the pilots.
