Level 59, 100 percent
Level 59 at 100%, the game will not let me hit level 60 to claim my final progression reward. Curious if anyone else is having this issue.

The 100% is most likely just a visual rounding up of your real numbers.
You're probably sitting at 99.x% exp and should tip over after a few dungeon/campaign runs.

Over due follow up but I do believe that was the issue as after a few more campaign battles I did manage to level uo
