Relic keeper has stopped using Surging Strength in campaigns when run on auto.
He still uses it in the arena when run on auto.
He still uses it in dungeons.

Figured it out....
It is an AI thing.
If I send him in solo he uses it.
Seems like the AI deduces whether or not he needs it to survive.
Only casts it if he needs help, otherwise the AI saves it for later use.
