Skartorsis "Rebirth" Skill bug

From the description, his rebirth skill remove debuff first, and then do healing. This is not working properly.

If Skartorsis get "Heal reduction" debuff, his rebirth skill can't heal himself. (Seems he heal himself right before debuff removal).
Please help to follow up.
