Who to spend legendary books on?

As a ftp I don't have a lot of leggo books so I don't know who to spend them on: Venus or Arbiter?

I have all dungeons cleared, gold 4 arena and 2-3key NM.

Books get your Def Down/Weaken chances to 100% on Venus and that'll improve your CB damage a lot, so I'll go with Venus.

Definitely book Arbiter up afterwards though.

Yeah, I was kinda thinking the same. I currently use Rhazin, but Venus has lower cooldown on her A2 + the poisons and hp burn.
