Why do upgraded skills not show the new buff/debuff chance?

For instance, Narma's toxic trance has 75% chance to land debuff. If upgraded to level 3, it has a +5% buff/debuff chance but still shows 75% amd not 80%. Is it actually an 80% chance and it's just not showing it or am I misunderstanding it? https://xender.vip/

Its 80% chance. Guess I've never paid attention to the skill description in battle not updating either.
