I watched a Nubraids video on Pelagus since I pulled him last week.  Great, an Argonites lego to go with Phemo on my growing FW team.  Cool.  So, watching his vid, Nub showed clearly that the steal all turn meter doesn't work on the toon.   The thing is, I've seen turn meter steal for other longer-standing toons also not evenly steal all turn meter.  Is there some underlying mechanic that prevents clearly written steal all turn meter not to function as such?  Some toons are inherently partially immune to losing it all, such that they still possess 1/3 of their turn meter?  I've seen it in battles myself when Loki uses his A3.  So what's the deal, anyone know?

Edit: and as an additional note, I've seen that with Loki when he did successfully steal the oppnent's buffs, but the turn meter did not get 100% stolen.   Huh?
