How to turn on tool tips plz?

I saw a youtuber hoover his mouse over champions abilities in combat and an explainer came up in game, how to turn this on plz? I have crap memory XD

yes, in combat. You have to turn off auto to manual though. hold down the button on a champs skill, and it will bring up the descriptions
