2x mystery shard event not work for new players

I made a new account to enjoy the 2x green shard event but... when i Logged in the portal doesn't have the 2x mystery shard bonus that my older account. did plarium mention this mystery shard event is for ciertain accounts only?

I believe you have to be level 30.
