That is certainly a very fast piece of gear, and I would be very happy to roll one just like it, but saying that something is categorically "the best" is often very misleading or flat out wrong.  The best shield for a Support Toon is not necessairly the best shield for a Defense Nuker and the best shield for a Defense Nuker is definitely not the best shield for an Attack Nuker, and on and on and on....

I know there a lot of people that focus on trying to get quad speed rolls, but I actually prefer my gear to be more well-rounded than that.  Even if a piece has 34 base speed (36 is the maximum by the way), you still need to get your CR, CD, Acc, Res from somewhere, and it is a whole lot easier to assemble builds from well-rounded pieces than it is to be builidng with quad speed on the shield, quad Acc on the helmet, quad CR on weapon, etc.

I agree with you to a large extent, but not everything. This is part of almost the best set in the game, yes, I should have said it was meant for support champions. But ress, hp, spd,, and acc in 1 pease is hard to find.

While what you say is generally true, fairly certain that shield is worth the post title.  Perfect subs i would think? I haven't equipped any merc yet but hear it's pretty good lol.
