Deck reshuffle

Can someone explain to me how deck reshuffle works in GF? Every time that I try I get a message that it cant be done.

If you have champs selected for a stage that you haven't beaten yet, including for a treasure goblin if you haven't gotten the top chest, those champs are locked, and cant be picked to swap out.

But you can use a redraw card to try to free up the toon you want to switch out.
