Cleaning up inventory after todays summons and realized I can't empower this guy. His dupe shows up in guardian ring but not the leveled one. Am I just being stupid or is something wrong here.

As OP pointed out himself you need to deselect the "exclude faction Guardians" option under the filter.
If leave the thread so maybe someone else having the same issue can find it.

You are not being stupid. This happens to all of us. Some of us (me) more often than others. If you are a senior citizen you get a free pass on doing dumb things.
I regularly do this. Have since started working on swapping our 60s as guardians.
