Level 92-Water Fountains

Can anyone tell me how to get started on making fountains? I have some in bubbles from events but for some reason, I forgot how I got them. Thanks in advance for any info.

You can get the Peaceful Fountain in the Shop with Precious Gems, and you’ll also find different stages of it as rewards in events. ⛲
