Difficulty Level Up

Hi For the past few days, I've only been playing against opponents with maxed-out mechs and weapons, plus mods, while I sometimes play with unmodded mechs. I can literally empty my magazine on a mech and still not even take off half its HP. Meanwhile, one shot is enough to take off half my HP. It's crazy. Is that part of the rebalance thing ?
