Something seriously wrong with legendary draw

I don't know if it's me or if I'm tripping but when I draw for the legendary charged rocket it keeps giving me blueprints and credits no skins or no legendary blueprints. I already spent about $25 and still nothing. Why do I have to spend more money out of my own pocket and still not get anything? That's not right
