Possible cheater?

I had a match with player ID 58738389

Somehow he was able to run like 10x normal speed across the map. Is this a cheater? I've never seen this before.

I've seen cheaters with fast movement hacks with unlimited ammo in the past so it might have been.. it also could be the extremely poor game coding from the novelty shop owners.
