I was just in a couple matches where it was just me on my side and 1 player on the other with all bots. The first match, the players inventory power was just about 3 times mine(hiw was 28.86) and even the bots just ran over me and the bots on my side. The second match, I was about double the inventory power of the player on the other side(he was 6.04). And my entire team basicly ran over them with ease. 

So bots gear is determined by the average inventory/hanger power of the real players on your team. Which is again throwing everything way off. I felt bad for the lower player on the other team. I don't want wins like that.
