This doesn't just feel like power creep, this feels like a power leap
So you're classifying Citadel as a support mech.
But you gave it HP comparable to Bastion.
You gave it a better shield than Bastion that gets even better with enemy mechs in the field which there almost always will be. Bastion shield caps out at 60k hp and Citadel has more than twice that and 123400 and then it gets bonus 47500 so more than 75% of bastion's shield durability on top of that for ip to 3 enemy mechs in its field. And you gave it a much shorter ability cooldown too. AND THEN IT GETS AN EVEN SHORTER COOLDOWN IF ITS SHIELD IS BROKEN DURING ITS ABILITY! And it cuts EMP by 50% so against Bastion it would be EMPed for just 1/4 of a second.
You made it so it gets a buff to its speed while its ability is active. 60% in fact. Making it faster than the fastest scouts' base speed. On top of reducing the speed of enemies in its field.
You made it resistant to stun and stasis status effects. And it's not immune to blizzfrost's icy grip making Blizzfrost easily the top scout against it but also Blizzfrost gets a speed boost upon activating it's ability too making it movement based so Citadel can prevent Blizzfrost from even using it's ability.
It's a support mech with tank like HP and a personal shield that's 2-4 times as good as the next best personal shield. It's speedy like a scout too. Then it slows down enemies in its seismic field. The only thing it doesn't have is super high DPS like an attacker but I don't think that matters with how long it can stay in the thick of battles. And hell, you could just stick on a weapon that applies overheat in 1 slot and then a DPS weapon in the other like ember gun and revoker or ember gun and repeater and then you do have extraordinarily high DPS. Its only real major weakness is just how big of a target it is. I mean seriously it sticks out everywhere. That and like bastion its shield only covers its flanks. Speaking of the shield, that makes it an even bigger target.
Then Blizzfrost is incredibly strong too. It's faster than citadel slightly with both their abilities active and has greater range. It's much faster outside having its ability active and it can also be very tanky as with its ability active having 50%-87.25% damage reduction. It can take almost as little damage with its ability active as parasite, theoretically. And then it can damage mechs and freeze them in place and make them turn slower. Being one of few mechs that actually slows down citadel outside Outlaw and Guardian it makes each of these mechs even stronger. I would even say Citadel and Blizzfrost are necessary to be competitive at the top level. And both of these mechs are fairly recent. Combined with the fact that compound beam with implants can keep any target locked down indefinitely unless the user gets system crashed, unless the target is Citadel of course, while also doing absurd amounds of damage, that makes Citadel even more necessary. And I think therefore Blizzfrost more necessary too. At the very least it necessitates a system crashing mech on your squad to revenge kill a Citadel when you encounter one. But it's better to have that and bring a Citadel of your own for after you've taken out an opposing one.
It just feels like with Citadel being able to do almost everything, and resisting older slowing status effects, and everything being vulnerable to it while only Blizzfrost and System Crash mechs can really slow it down, that plarium is ushering in a new META that's better than everything that came before it in a lot of ways with mechs that regardless of category can do pretty much everything. Of course I don't know how powerful either of these mechs truly are because I thankfully don't face them a lot (yet). But on paper Citadel is especially overpowered and Blizzfrost is quite strong too. And having 1 major weakness has proven with other things not to be enough for mechs that have so many advantages. We all know of course how OP burrow beam has been. Needed a NERF so it wouldn't overshadow the crazy OP compound beam that would be the weapon to follow it. And NERFing burrow beam didn't do much to dissuade this feeling that a lot of new releases are meant to be a cut above everything that came before it.
Feels like we're not power creeping anymore and we just had a power leap. Like plarium really is desperate to have people spending on new gear. Which makes me question why they ever did a re-balance in the first place if they were just going to do this.
