The said bot have been reported to support, because they showed ill behaviour, producing nothing but gold and Iron.
Last I heard Alyona reported them to the security team, for investigation, probably why the bubble, they will be dealt with.
Some of the bots were taking a break from the game, so Oberon is giving them some time to get back on their feet. Bots have to take vacations too you know...In my wanderings around the map i found this castle under Oberon's protection.

Exactly, and we need the bots that produce food.
Like all the bot lines people farm, that at one point I was upset at because they never produced metal.

Its very simple, these bots, make units, when they reach their food cap, they wont have any food surplus, before you kill the units of that castle. Just because someone got just gold and iron doesnt make them a bot though. I think some people are missing something here. The bots are owned by Gold sellers (GS) for the purpose of producing and suppling the resources that the GS sells (you know. Those letters from 'Master'). If one particular resource is low in a bot the most likely reason is that the GS is filling orders for that res.
The bots are working exactly as intended.

I have noticed that only level 65 bots are in a bubble, the rest of the bots, which are level 66-67 are not in a bubbleThat just means whomever is controlling them has decided to level them up and take advantage of the game that gives protection to returning players, all automatic.

What is the point of reporting them and getting them banned if they are allowed to return to the game a few days later?
Plarium code is full of holes
All players, that return to the game after a long absence, receive 7-days protection. If they are returning to the game, it means they were not banned, and have an access to their accounts. If you want to report violators, please submit a ticket here: https://plariumsupport.zendesk.com/hc/en-us/requests/new. Forum is inappropriate place for such reports.

oracle stated that the bot has been reported and that you yourself reported it. i think the op's actual statement is what exactly are appropriate measures and when can we expect them to be implemented? the only action that can be visibly seen is oberon's protection when returning to do business.
My Lords,
many bot castles were made by players who've lose their interest for playing this game in the meantime. How can they be separated from fake bot castles? If Plarium block or delete all of them based on inactivity what will they do if those players return and claim they right to continue playing the game.
Let's get serious, please. Bot castles are complex question and it should be solved carefully.
The only way for solving it as far as I can see is to report spam letters. Report by report, day by day it will be less and less of them.
