fix the rankings for league members. make it so marshal chooses which ranks can see into the beacons like how the marshal can choose which ranks can see stats page.

NONE of the top leagues in the game are able to use almost 50% of the ranks in leagues (Guardian through Fighter) as the chance of one player giving away beacon intel forces the top league to only use recruit, soldier, captain, (sometimes commander) ranks.

Fix this so the ranks you put into the game can actually be utilized.

As it has been over 2 months with no reply to where the development team is on this topic, I thought I would raise it again.
