Trouble with Wheel of Fortune

Today (25-02-2018) I got 45% discount on 30 days Paragon Activator in Wheel of Fortune.

But, I can not use it, because it not not applicable in Black Market (look at attached pictures).

I already had this situation before and when I purchased Paragon Activator it cost me a full price, not discounted one.

Can you help me with this situation, please?

Is your Paragon of level 11 or even higher? 

The thing is that the discount from the Wheel of Fortune currently does not apply to this item in such case.

It should be added to the discount list in one of the future updates.

lol what? So anyone with a higher than level 10 paragon does not get discounts for the 30 day paragon activator?
