The build count is glitched and needs attention
It keeps adding above maximum limit while new units are being built, resets after so no permanent damage done

I have just tested it on my test account and the issue did not reproduce. Please try clearing your web-browser's cache.The issue may be in some outdated data in the game client. Here is an instruction.

It is happening again on all NEW units
Looks to me that you did not wait long enough, or did not build enough new units

Also, please try to reproduce the issue in Incognito mode of your browser.Build more than one new unit, then wait
Every completed new unit will add to the limit
Building 11 new units breaks the limit by 11 (27 of 16)
