The content value of the bank offers are dependent on your town level. Get to lvl 31+ 

EDIT: Also, you ONLY buy packs when "Specials" are out obviously. 

those "Specials" need to come out more frequently.  Waiting for 30+ days for good packs really sucks...

Though you usually make a lot of sense, and that the packs might be better at palace 31,its not so simple getting to palace 31.

Also when you get there(palace31), are whats in the packs going to help with eveyone's game plan?

Well, its more of everything but yes it can be a little tough getting there, but it can be done cheaper and more efficient. 

For instance, forget trying to develop yourself much militarily and/or get millions of troops, wasting your time boost. You will just plain suck all the way to 35 more or less, so whatever pack you choose should be rss, time boost and bronze to get there. If you got gold to spare this is well spent on personal task refreshes. This gives bronze and manuscripts. 

Just gotta try think strategy for the long run, i see plenty of low influence towns being lvl 35. These are usually alts and for what? Exactly! Bigger packs. These get sent to main for spending.

A while ago, gold was the way to go for T7 knowledge, but the packs got more rss and time boost and is much more complient to be done with rss, but the last 2 levels depending on how you feel about it.
