a new knowledge ability to take the place of a person, because some block the pioneer points
like exile and take the place of a person even in the home/enemy stronghold

A kicking process already exists,which is why the big clans build the strongholds.
As was mentioned in another post.Its more of a problem if the person that built the stronghold continuously hogs the spot.
Another remedy will depend on how old the kingdom that you are in is, and your game progress.
There are over 800 kingdoms and Jotunheim, and not every spot in every kingdom is hogged..
Eventually it will become stale.
There's not a lot you can do if you stay put.
