I must say that I can't see how this would improve the game as it discourages people from attacking which is one of the main elements of the game.
Also, it is easy to find ways to work around it.
For tiles, some clans have already developed specialised tile hitting towns which don't shield for long periods.
For towns, It is possible to set up a system of attack towns, safe houses and traps.
Naturally this would be easier for older, stronger clans or experienced players in new kingdoms so it would make the game more difficult for new players in my opinion.
Please let me know if you think I've missed the point here as I have been known to be wrong.
I don't think that it would have the effect that you think it would.
Having to stay unshielded for a minute would be easy. Either I attack from a distance, boost my troops to your town/tiles and then shield before they get back or I relocate next to you, boost in and out then relocate. In either case, unless you are sitting there prepared to launch an immediate attack you would have little chance of responding in less than 3 minutes I would say. Also if most of my influence is military and most of yours is farming, you would most likely lose again.
Any imposed shield timeout would only act against inexperienced players in new kingdoms.
