I cannot help but wonder why you seem so desperate to reach a billion influence, especially rapidly.

In my case, i don't try to join top clan but it is beneficial for my actual clan... we was ranked 10 clan in the kingdom at the time of the screenshot with 15 members... now, 5 more members have join us and we are ranked 4... today, first day of kvkr, we are doing 1/3 of all kingdom points with only 20 cities...
My point is that your actual clan is where your friend are... it can take time but best is to help your clan to become a top clan...
Get your CC and buy a bunch of high gold containing packs along with a whole bunch of T6 warriors. Go into the Oracle and Max out ALL of the TI thru T5 using the gold you've purchased. Don't worry about the T6 knowledge, you'll look impressive enough with all those numbers ;) ;)

there is no way to go there rapidly... well, you can use MEE advice and reach lvl like attacker in the screenshot of my previous post... you will be billionaire in influence and you will become a authority in how goliath was defeated by david... of course, you being Goliath
The first thing who need to change is your attitude... there is no shortcut who pay in the long run... it is all about being smart and hard working...
