Why are NO legendary Orders in over 1000 clan orders??? As there was only one after another order, there where every 10th one "legendary"!

It is because the game does not run one thousand different sets of tasks, instead it runs one set and multiplies the result by one thousand.
So when there is no legendary in the set there are no legendaries inn the thousand.
When there is one legendary in the set you get one thousand legendaries.
It is the same for materials. When there is one item in the set you get 1,000, if there happens to be an epic item you get 1,000 epics.
