I do not know if this true or not, maybe others have seen them and will post so.

Building or training isn't dependant on purchases, you should still be able to do both, if you try one of the old fashioned methods of foraging the global map ,producing your own, and/or working on clan cooperation for resources.

Packs of resources would seem to be in the bank now, but maybe they are not what you call super packs. Perhaps you are  also wanting time boosts. 

You haven't mentioned research or gear, huge amounts of time can be knocked of finishing times if you be organise well.

The bank often changes the contents of the packs, but it could be that you are buying frequently and so the offers you get reflect this.
