because you had to be either on an hour before the maintenance or 30 minutes after it to be eligible, funny though how people posted they wern't on and didn't get affected yet they still got the compensation. If on the other hand you saw people posting on social media about the game still being down and so you did something else instead of sitting there nice and patiently waiting for the game to come back on you were then considered not to be affected and thus recieved nothing even though you couldn't play when you wanted to, this is apparently considered fair by Plarium.
