Consider that the present conditions may change,and a different kingdom may not be any better than the one you are in, bad apples tend to move around too.
There are 2 ways to move to another Kingdom. (semi permanently)
The first is to have been playing for under 2 weeks, and palace 5 or less.
The second is by using drakkars, which you will probably have to buy from the bank.
Other rules apply.
You have to be palace 21, not in a clan, the kingdom you want to go to has space for you, and its out of the time restriction phase.
Another thing that may limit you is the reserves you have, as there is a restriction on the amount you can take.
There are many Kingdoms out there and some are better than others. Some MUCH better than others. Drakkars can be gotten in many ways. If you're in a Clan just get the ones that are free when KvK's and CvC's are announced. This up coming KvK Fury will give you ten for example. I've gotten quite a stockpile by doing this. You will need to leave your Clan to move Kingdoms. You cannot take more than 300 million of any resource so if you're serious about moving, start all the upgrades both Buildings and Knowledge and start all the troop training you can. Anything you have left in excess of the limit you have to give away. Either to the Stronghold or to another Clan member.
Kingdoms 153, 840 and 804 are all nice Kingdoms though no doubt there are many others.
As far as I am aware the 14 days you mention has no relevence.
In order to move, unless they changed something recently, you will need to be palace 21, have the required Drakkar token(s) and the kingdom you want to move to be open and have space.
There are also restrictions on the amount of active resouces you take with you.
They are certainly sold so if you come to shop keep looking.
But you can (rarely) get some in the course of play. They accumulate in Items - my items - bonuses and I currently have 53. One place to get them is in coffers during treasure hunts (Snowikings, Bruiser Bajara, etc). You might also keep an eye on the rewards for checkpoints in Trick of the Gods events - there are two in the eighth checkpoint of the current event for example.
