There seems to be differing opinions on how opponents are matched in Kingdom events. If someone with huge influence moves to our kingdom but doesn't join a clan and just parks his account, does his influence figure into the match-up against other kingdoms, or does he need to be in a clan for his influence to count?
This is the problem, differing opinions and the constancy of the game parameters.
As per your question.
Players have already suggested that towns dead or alive, big or small, affect the kingdoms and clan battles selection, however we cannot know if this is true or not, and we have no real confirmation of this from the officials, as is the case in many areas of the game.
They can take part in the event.
So yes. Their influence counts. No. They do not have to be in a clan.

I don't think these answers are correct. Check the support page. If a town is not in a clan, they cannot score points. That is why their influence wouldn't be included in the kingdom influence. They can't play.

No clan then influence does not count in CvC or any KvK event. I checked this with developers as there was some difference of opinion when it came to Kingdom events. Hope this helps.
