You could ask the same question about anything the game offers as a boost to your base capabilities.

First you have to ask is it real or only hype, and just an enducement to spend.

I would imagine that if you are asking about something that is both expensive to obtain and needs a level 60 shaman to wear it and use it, then you have been playing long enough to know and test the advantages of having  bonus gear and using it or not using it, and seeing how much difference it really makes.

My guess is that anything new behaves in similar fashion to already existing features ,and my experience suggests that getting something 'necesssary' isn't quite as beneficial as expected.
