You need gold, I think its 1000 , but beware of the daily silver tax which every clan leader has to pay.

On the bottom of screen, press clan button.
The menu will have "Start Clan" option in the menu towards the bottom.
You choose a name, a flag and pay 1000 gold.
What you may not know is you're charged a levy or fee everyday according to amount of silver you have from the Power house clan holder.
