yes remove them from the map when he returns he get an new place or get his old place back.

There have been player accounts that have not moved for YEARS.

Please remove them, they're just clutter and more and more users are being spawned outside the map and I don't see any appearing inner. They should take up the empty spaces in the map.

Yeah they did a round of player removals a while ago but it doesn't seem to be an ongoing process.  Hopefully they'll go do another round soon, as it's very difficult to find open spaces near the edges of the map. 

I would hope so, I mainly say this because many players around me have been MIA / Inactive for ages and they are still there. It's just clearing them up would be helpful.
